I'm excited to introduce Roddy Richardson, a seasoned veteran of the Emergency Service Unit, as a candidate for the COBA President. Roddy's candidacy embodies the qualities of a visionary leader who stands for solidarity, empowerment, and unwavering advocacy for Correction Officers.
Throughout his illustrious career, which spans over 25 years, Roddy has consistently demonstrated his commitment to the safety and security of his fellow officers. From his early days at OBCC (CPSU) and RNDC/C74 to his role as a team leader, instructor, and mentor within ESU, Roddy has earned a reputation for being a reliable, tough, and dedicated professional.
Roddy's experience isn't limited to the field-he has also been a tireless advocate for officers' rights, serving as a delegate and playing a crucial role in ensuring fair treatment for all. His expertise in navigating departmental policies and procedures and his track record of achieving favorable outcomes for officers make him an ideal candidate for COBA President.

Steven Bell
With 18.5 years of dedicated service at the Robert N. Davoren Center (RNDC), Steven Bell brings unparalleled experience and commitment to his candidacy for COBA Vice President. For the past 8 years, Steven has devoted himself to serving as a COBA Delegate, representing and supporting officers across multiple facilities, including the Anna M. Kross Center (AMKC), Brooklyn Detention Complex (BKDC), Eric M. Taylor Center (EMTC), George Motchan Detention Center (GMDC), Otis Bantum Correctional Center (OBCC), and George R. Vierno Center (GRVC).

Effective Advocacy: Steven has a proven track record of successfully defending countless Command Disciplines, ensuring fair treatment and adherence to policy and procedure.
Integrity: A steadfast advocate for his colleagues, Steven has never compromised an officer for personal profit or gain.
Leadership and Mentorship: As the Acting President of Correction Officers for Christ and a certified IDC Instructor, Steven not only provides strong mentorship and guidance to fellow officers but also fosters a supportive community, earning the respect and admiration of his peers.

Maurice Smith
Maurice Smith is a highly experienced Correction Officer who began his career in 1996 with the New York State Department of Correctional Services as a Correction Officer at Sing Sing Correctional Facility. In 2004, he joined the New York City Department of Correction, where he has been recognized for his dedication, service, and skillful management of care, custody, and control of Persons in Custody. His adaptability was demonstrated while assigned to the Maximum-Security Restraint Housing Area in the North Infirmary Command.

In 2006, Officer Smith was assigned to the Emergency Preparedness Unit, where he assisted with the planning and implementing the lead rehabilitation project in the housing areas of the House of Detention for Men. During the pandemic, these rehabilitated areas served as temporary housing for Persons in Custody. He is trained in the Continuity of Operations Planning and is knowledgeable about the Emergency Response Operations Manual.

In 2010, Officer Smith became a Firearms Instructor after meeting all instructional prerequisites. He was assigned to the Academy / Firearms & Tactics Unit, now known as the Training and Development Bureau. His passion and commitment were evident as he trained Members of Service in the use of less lethal and deadly physical force, as well as recruits who would soon become newly minted Officers.

Officer Smith's dedication to maintaining a working environment of dignity and respect for Correction Officers led him to campaign for Delegate of the Academy / Firearms & Tactics Unit in the Special Election of 2018. He was elected and successfully re-elected in 2020, demonstrating his commitment to his peers.

Officer Maurice Smith is a Cum Laude graduate of John Jay College of Criminal Justice with a B.S. in Legal Studies, and he intends to pursue a Juris Doctorate.

Phil Greene
Most of you know Philip Greene as a firearms instructor at the Firearms Training Unit, where he's helped develop the skills of over 10,000 members of service while also instilling a culture of responsibility and accountability among his colleagues as a Union Delegate and EEO Counselor.
Others remember him as a Messhall, Intake, or Security Officer at the Eric M. Taylor Center, where he began his career with the Department of Corrections. During his time there, Phil developed his skills and resilience by frequently working in high-pressure environments where he fiercely had the back of each and every officer he partnered with. Still, others of you might have encountered Phil during his time in the Emergency Services Unit, where he further honed his crisis management capabilities, ensuring the safety of both staff and inmates.
No matter what stage of his 18 year career you've encountered Philip Greene, more than likely you knew him to be a fighter and a leader, someone not afraid to speak up and stand up. And for those of you who have yet to get to know Phil, he'd like you to know that he is fully committed to ensuring the voices of Corrections Officers are heard and their concerns addressed. Also, that he will spend his time on the COBA Executive Board advocating for the needs of officers, not furthering his own interests as some others in the past.
